2014 Wisconsin Cup Road Series Guidelines

Eligibility and Awards

  1. Points will be awarded only to riders who possess a current annual USA Cycling license with a Wisconsin address.
  2. Club points will be awarded only to those clubs that are members in good standing of the Wisconsin Cycling Association and USA Cycling.
  3. Wisconsin Cup points will be awarded for road events: Road Races, Criteriums, Individual Time Trials
  4. There will be no points for Team Time Trials.
  5. Points will only be awarded in events that are placed on the WCA calendar by January 1 of the current year.
  6. There will be three places recognized in each class/category.

Race Organizer Requirements

  1. The promoting organization shall be a member in good standing with the WCA and USA Cycling.
  2. The event organizer will obtain a race permit from USA Cycling.
  3. All USA Cycling rules will govern said races.
  4. The race announcement must state “Wisconsin Cup Series Race” and contain the Wisconsin Cycling Association logo.
  5. The race announcement must be distributed to all WCA clubs and/or published so that each club receives notice of the race at least 30 days prior to the event. The notice must conform to all guidelines of USAC (Standard Race Announcement)
  6. Race organizers will pay the WCA surcharge on the last day of their events. The total number of entrants will determine the WCA surcharge in the event. The WCA surcharge will be $2.00 per rider per event entered, with a $150 minimum for criteriums and individual time trials to help offset the cost to the WCA for items such as finish line services, championship jerseys and trophies, etc., which the WCA subsidizes for every member club.
  7. The $2 per rider WCA surcharge will be waived for road race events. This is being done to promote the number of road races and to defer the larger costs associated with putting on road races, such as law enforcement.
  8.  In an effort to bring new riders into WCA events, the following provisions shall be made by the WCA.
    – For race promoters who offer a Cat 5 only race AND provide a pre-race clinic and post-race debriefing session for these Cat 5 riders, the WCA will waive the $2 per rider surcharge for that Cat 5 only race.
  9. The race organizer must supply sufficient volunteers to run a safe and well-ordered event.

Competitor Considerations

  1. Wisconsin Cup Points will be awarded to the first fifteen eligible finishers.
  2. Wisconsin Cup Points will apply only in the class/category in which they were earned
  3. Wisconsin Cup Points will be awarded in the following classes/categories only:
    • Men Category 1
    • Men Category 2
    • Men Category 3
    • Men Category 4/5
    • Women Category 1/2
    • Women Category 3
    • Women Category 4
    • Masters 35+ Category 1/2/3
    • Masters 45+ Category 1/2/3
    • Masters 55+ Category 1/2/3
    • Masters 35+ Category 3/4
    • Masters 45+ Category 3/4
    • Masters 55+ Category 3/4
    • Masters 35+ Category 4/5
    • Masters 45+ Category 4/5
    • Masters 55+ Category 4/5
    • Junior 12 Boys
    • Junior 12 Girls

  4. Competitors in races which do not fall into any one of the above classes/categories, will not be awarded points.
  5. Wisconsin Cup Points category determination is based on the highest category in that event. Examples:
    • A Cat. 4 wins Cat. 4 Wisconsin Cup Points in a Cat. 4 race.
    • A Cat. 4 wins Cat. 3 Wisconsin Cup Points in a Cat. 3 and 4 race.
    • A Cat. 3 wins Cat. 3 Wisconsin Cup Points in a Cat. 3 race and a Cat. 3 and 4 race.
    • A Cat. 3 wins Cat. 1, 2 Wisconsin Cup Points in a Cat. 1, 2, and 3 race.
  6. When separate races are not offered for the masters age classes, those age classes will be tabulated separately for Wisconsin Cup points.
  7. Juniors (boys and girls) shall each be scored according to their racing age, regardless of the prize list divisions of an event. A Junior who races more than one Junior race at any given event will score points in his/her own age class, and in the youngest age class of the additional race.

  1. 2.     Road Race and Time Trial Points
  • 1st – 50 pts

  • 8th – 22 pts
  • 9th – 20 pts
  • 10th – 18 pts

  • If at the end of the year riders are tied for an overall place, the tie shall be broken according to the omnium rules in the USCF rulebook.
  1. 3.     Club Points
  1. Only WCA member clubs in good standing shall be eligible for the team awards.
  2. Club points shall be totaled for each club based on their registered riders’ places in the overall results of the Wisconsin Cup.
  3. Riders who place lower than 15th do not receive points, and therefore do not add any towards the team awards
  4. Riders who do not reside in Wisconsin do not receive points, and therefore do not add any towards the team awards

Unattached riders who join clubs prior to June 1 may have points earned prior to that date added to their new club’s total.

Riders who change from one club to another cannot transfer their points to the new club.

There will be four team championships:

  1. Overall championship (all points scored by all riders in all classes and categories)
  2. Junior overall (all points scored by all riders in junior races)
  3. Women overall (all points scored by all riders in women’s races)
  4. Masters overall (all points scored by all riders in masters’ races)
  5. Points scored by women, juniors and masters in elite category races will not count towards the Junior, Women, or Masters Team cups.
  6. Traveling trophies will be awarded to the first place teams in each of the 4 team categories described above.

Wisconsin State Championships

  1. There shall be three state Wisconsin State Championships plus an overall State Omnium Champion:
    1. Road Race
    2. Criterium
    3. Individual Time Trial
    4. State Omnium
  2. Only riders who have an active USAC license and whose residence is the state of Wisconsin are eligible for State Championship awards.
  3. For the Road Race, Criterium and Time Trial, State Championship medals will be awarded to the top 3 finishers in each category and a State Championship jersey will be awarded to the top finisher. The State Omnium champions will be awarded a separate state championship jersey.
  4. For the purposes of the State Omnium all three disciplines will be scored with the same points system, (using the Criterium points system, 35, 25, 20, etc.) This provides equal weighting for all three disciplines.
  5. The sum total of points earned in the three state events will determine the winner of the State Omnium. In the event of a tie the following tiebreakers will be used to determine the Omnium champion.
    1. Number of first place finishes in the three events
    2. Total number of season long WCA Cup points earned as of the last of the three state events.
  6. For both the TT and Road Race within each block of 5 year age range, riders will be scored as 1/2, 3 and 4/5 for calculating State Omnium points.
  7. For the State Omnium only, Criterium riders will be awarded points in 5 year age ranges. (Unlike WCA Cup points which are awarded in 10 year ranges.)
