2019 WCA Road Series Rider & Promoter Guidelines
The following WCA Road Committee guidelines provide information and recommendations for both riders and event promoters. The guidelines are not exhaustive, thus riders and promoters should consult USA Cycling for additional information (e.g., racing category upgrades, event permits).
Wisconsin Cup Individual Points
- Points will be awarded only to riders who possess a current annual USA Cycling license (or who purchase a 1-day license) Note: new for 2019, overall points will be awarded to riders from other states.
- Points will be awarded for the following events: Road Races, Criteriums, Individual Time Trials, and Omniums. There will be no points awarded for Team Time Trials.
- Every race counts in a rider’s point total.
- Points will apply only in the category in which they were earned, and will be awarded in the following overall categories only:

- If at the end of the year riders are tied for an overall place, the tie shall be broken according to the omnium rules in the USA Cycling rulebook.
- Points will be awarded to the first fifteen eligible finishers using the point schedule below.

Wisconsin Cup Team Points
- Team points will be awarded only to those teams that are members in good standing of the Wisconsin Cycling Association and USA Cycling.
- If an unattached rider joins a team, any points earned prior to joining the team do not count in the team’s point total.
- Riders who change from one team to another team cannot transfer their points to the new team.
- There will be four team championships:
- Overall championship (total points scored by team riders in all categories)
- Junior overall (total points scored by team riders in junior races)
- Women overall (total points scored by team riders in women’s races)
- Masters overall (total points scored by team riders in masters’ races)
Wisconsin State Championships
- There shall be three Wisconsin State Championships (criterium, road race, and time trial).
- Only riders who have an active USAC license and whose residence is the state of Wisconsin are eligible for State Championship awards.
- State Championship medals will be awarded for the State Time Trial, to the top 3 finishers in the following categories:

Race Day Results and Awards
- Results will be posted in the registration area approximately 5-15 minutes after each race ends.
- Racers may petition USAC officials for corrections to results up to 15 minutes after results are initially posted.
- Results are final for awarding prizes 15 minutes after they are posted. Riders who have failed to protest within the time limit waive any right to prizes.
- Prizes can be claimed in the Registration Area from the Race Promoter.
- A podium ceremony will be held for each race shortly after the results are official.
Race Organizer Requirements
- The promoting organization shall be a member in good standing with the WCA and USA Cycling.
- The event organizer will obtain a race permit from USA Cycling as well as any other local permits/permissions required.
- All USA Cycling rules will govern said races.
- Event organizer must notify area residents that an event is taking place.
- The race organizer must supply sufficient volunteers (e.g., corner guards, registration) to run a safe and well-ordered event.
- The race organizer must provide food and drinks for officials.
- The race announcement must state “Wisconsin Cycling Association” and contain the Wisconsin Cycling Association logo.
- The race announcement must be posted to the WCA website at least 30 days prior to the event. The notice must conform to all guidelines of USAC (Standard Race Announcement).
- Event organizers are responsible for paying the WCA surcharge: $2 per rider for 200+ entries and $1.50 per rider for 1-199 entries. There is a $150 minimum for criteriums and individual time trials to help offset the cost to the WCA for items such as finish line services, championship jerseys and medals, etc., which the WCA subsidizes for every member team.
- The WCA surcharge will be waived for road race events in an effort to increase the number of road races as well as to defer the greater cost associated with putting on road races (such as law enforcement).
- Event organizers are responsible for paying the USA Cycling rider surcharge (see USAC rulebook, Schedule of Fees, for surcharge amount).
- Event organizers are responsible for paying the officials at the conclusion of the event (see USAC rulebook, Schedule of Fees, for payment amounts).
- Event organizers must hold a podium ceremony for the top three places in each race category.
- Prizes, money, and merchandise awards are awarded at the discretion of the promoter.
- Currently there is no rule stating men’s and women’s purse to be equal by USA cycling although WCA encourages it.
- Racer clinic to be part of every criterium held. WCA will provide assistance instructing the class if promoter cannot. Promoter must notify Andy a week prior to their event if they cannot teach the class.

Summary of Major Changes for 2019:
The following is a summary of the major changes to the road season guidelines relative to past season guidelines.
- Shuffle daily schedule start times
- Eliminate Omnium only scoring and awards points to each event
- Add a race clinic for new riders to encourage current riders to become racers (crits only)
- Elimination of 50+ class to make room for racer clinic.
- Added longer breaks between the later races to warm up/preview the course.
- Non-WI residents score overall points.
- State Championship jersey’s will not be awarded to State Time Trail champions (participation cannot justify the cost).
